Skilled Worker Sponsorship for Chefs, Catering, and Bar Managers Ends 22 July 2025

A new Statement of Changes to the Immigration Rules, published on 1 July 2025, confirms that from 22 July 2025, chefs, catering and bar managers and approximately 180 other roles classified at RQF Levels 3 to 5 will no longer be eligible for new Skilled Worker visa sponsorship.

Transitional Provisions

• Individuals already sponsored in these roles, or those issued a Certificate of Sponsorship (CoS) before 22 July 2025, can continue under existing sponsorship arrangements.
• However, any future Skilled Worker visa applications (including extensions or settlement applications) must meet updated minimum salary thresholds, as amended by the Statement of Changes based on the latest Annual Survey of Hours and Earnings (ASHE) data.

Temporary Shortage List (TSL)

A new Temporary Shortage List will take effect from 22 July 2025, covering select RQF Level 3–5 roles that remain eligible for sponsorship. As of now:

• No roles in the Food & Beverage sector are included on the TSL.
• The TSL is intended as a short-term measure only, currently set to expire on 31 December 2026, though this date may be brought forward.
• Dependent partners and children cannot accompany TSL sponsored workers (with very limited exceptions).
• Sectors may be removed from the TSL earlier if immigration compliance issues arise.

What Employers Need to Do Now

• Act quickly: To sponsor chefs, front-of-house staff, and similar roles, CoS must be assigned before 22 July 2025.
• Allow for possible technical downtime of the Sponsor Management System shortly before the deadline.
• Review salaries: Conduct an audit to identify staff paid close to the current Skilled Worker minimum salary, as they may need an increase to remain eligible under the new rules for extensions or Indefinite Leave to Remain.
• Update hiring strategies: Consider how the removal of these roles from the Skilled Worker route may impact your workforce planning after July 2025.
